The BAPHIQ certificate can be directly applied by the importer or applied by the processing company under consignment. The steps and documents required for application are described as follows:
I. Direct application by importer:
1. The application shall be submitted on the next day of completing process of inspection and quarantine
2. Complete the “Application for inspection and quarantine on plants and products to be exported”
3. Attach the “Heat treatment records” and “Temperature records”.
4. Attach the document from oversea buyer that requests the BAPHIQ certificate (via fax or e-mail) (no attachment is required for export to China).

II. Application by processing company under consignment:
1. The application shall be submitted on the day after completing the inspection and quarantine process.
2. Attach the “Consignment for application of animal and plant inspection and quarantine”.
3. Complete the “Application for inspection and quarantine on plants and products to be exported”
4. Attach the “Heat treatment records” and “Temperature records”.
5. Attach the document from oversea buyer that requests the BAPHIQ certificate (via fax or e-mail) (no attachment is required for export to China)
